MARTIAL ARTS INSTRUCTOR CHARGED WITH MOLESTING AND RAPING YOUNG TEENAGE GIRLS HE MET THROUGH THE CLASSES
SANTA ANA – The Orange County District Attorney’s Office charged a martial arts instructor of child molestation. Jose Felipe Velasco, 45, was in court today in C-55, Central Justice Center, Santa Ana. He will be arraigned on April 14th in the same court and department. He is being held on $500,000 bail. If convicted of all counts, he faces 21 years and 4 months in state prison.
As to Jane Doe #1, Velasco is charged with molesting her three times when she was under the age of 14 from May 2002 to May 2003. Velasco is also charged with later molesting Jane Doe #1 after she turned 14 from May 2003 to December 2003. As to Jane Doe #2, Velasco is charged with forcibly raping her on four different occasions from October 2005 to March 2006.
Velasco is the owner and instructor of the Kung Fu Martial Arts Association located at 1109 S. Main Street in Santa Ana. Velasco has been teaching martial arts to children and adults for several years. Several of his students are young teenage girls between the ages of 13 and 16 years. From 2002 through 2003, Velasco was the martial arts instructor for Jane Doe #1, then 13. From 2005 through 2006, he was the instructor for Jane Doe #2, then 16.
Velasco is accused of giving rides to each Jane Doe on many separate occasions to his martial arts studio. He is accused of taking the girls to a secluded area such as a parking structure and sexually assaulting them in the backseat of the car. He is accused of ordering each Jane Doe to not to tell their parents.
