WHO: Orange County District Attorney Tony Rackauckas and Chief of Staff Susan Kang Schroeder

 

WHAT: Will attend the Laguna Hills City Council meeting in support of a City Ordinance to create a child safety zone in city parks to further protect children from registered sex offenders. The Council will discuss a proposed ordinance draft from the City Attorney establishing city parks as “Child Safety Zones,” where registered sex offenders are prohibited from entering without written permission from the Orange County Sheriff or her designee. The County Ordinance proposed by Orange County District Attorney Tony Rackauckas and Supervisor Shawn Nelson (Fourth District) was passed unanimously by the Orange County Board of Supervisors on April 5, 2011. The County Ordinance makes it a misdemeanor for registered sex offenders to enter County recreational areas where children regularly gather.

 

The recommendation is that the Laguna Hills City Council:

1. Review and consider options for adopting a proposed child safety zone ordinance modeled after the child safety zone sex offender ordinance enacted earlier this year by the County of Orange;

 2. Provide comments and questions of the City Attorney and city staff;

 3. Provide further direction; and

 4. Continue this item to allow city staff time to conduct public outreach with various homeowners’ associations.
