UPDATE: Outraged community members may visit the Orange County District Attorney homepage at www.orangecountyda.com to download a “Lawrence Brown Sample Citizen Letter,” complete with phone numbers and mailing addresses for the Governor and Department of Mental Health, to protest the release of Brown.  

 

WHO: Lawrence Joseph Brown, 52

 

WHEN: Today, Wednesday, Nov. 17, 2010, before the close of business

 

WHAT: Will be released from Chino State Prison today. He is required to report to his parole agent by Friday, Nov. 19, 2010. Brown is expected to return to Orange County upon his release, but his city of residence will not be determined until he registers with a police department no later than five business days from the date of release.

 

Brown is a violent, convicted sex offender who has served 25 years of a 49-year sentence for brutally sexually assaulting two young girls after kidnapping them in broad daylight. The Department of Mental Health has failed to submit a Request to File a Petition to the Orange County District Attorney’s Office (OCDA), making it legally impossible for the OCDA to file a Sexually Violent Predator petition to have Brown civilly committed.
