PHARMACEUTICAL TECHNICIAN SENTENCED FOR ATTEMPTING TO MEET A FAKE 13-YEAR-OLD GIRL IN LAGUNA BEACH AFTER CHATTING SEXUALLY ON INTERNET

SANTA ANA – A pharmaceutical technician was sentenced today to 180 days in jail and sex offender registration for attempting to meet a fictitious 13-year-old girl with the intention of having sex with her after exchanging explicit sexual messages over the internet. Robert Carlos Alarcia, 30, Los Angeles, was tried and found guilty by a jury of felony attempted lewd act on a child under the age of 13 on April 24, 2007. The People requested that the defendant be sentenced to three years in prison. The Honorable David Hoffer released Alarcia on bail pending an appeal, which the People also opposed.
On February 18, 2006, Alarcia engaged in an explicit sexual conversation over the Internet with a person he believed to be a 13-year-old girl. Alarcia was actually exchanging messages with a citizen volunteer from Perverted-Justice.com, a group aimed at protecting children from internet sexual predators. Alarcia exchanged explicit messages with the fake 13-year-old, including discussing sexual positions, marijuana use, and arranging to meet the child for sex. The defendant drove from Los Angeles to Laguna Beach with the expectation of meeting the fictitious young girl. He arrived at the location he believed to be her home with condoms in his car and a pornographic movie in his jacket. Alarcia was arrested in the hallway as he attempted to go and meet the 13-year-old. When interviewed by officers as to his purpose for being at the location, he responded that it was “obvious.” A subsequent psychological exam showed that Alarcia had measurable arousal when dealing with pre-pubescent girls.
“The Defense argued that Alarcia was a victim and that he had been “defrauded” by Perverted-Justice because there was no actual 13-year-old girl at the location. This is very disturbing. Alarcia is a predator who had every intention of having sex with a child. The community deserves to be safe from people like him, and he should not be free walking the streets. He should be in prison,” said Deputy District Attorney Lynda Fernandez of the Sexual Assault Unit, who prosecuted this case.
Alarcia, along with 12 other men, was arrested as a result of an internet sexual predator operation conducted in February 2006 in cooperation with Perverted-Justice.com, the Laguna Beach Police Department, Orange County Probation and the Orange County District Attorney’s Office.
