SCHOOL BUS DRIVER CHARGED WITH
MOLESTING THREE GIRLS
*Met two of his victims while working as a bus driver; third victim lured by promise of McDonald’s and Disneyland visit

SANTA ANA – A Los Alamitos School District bus driver was charged with multiple child molest, kidnapping, and child pornography production counts involving three girls under the age of 11.  Terry Shields, 51, Buena Park, was charged with 25 felonies and faces a maximum penalty of more than 196 years to life.  He is currently being held without bail.  Shields is currently in custody in Los Angeles County on related charges and a court date will be set at a later time. 

Jane Doe #1, age 7
In the morning of June 9, 2004, Jane Doe #1 was on her way to school in Anaheim.  Shields, who did not know Jane Doe #1, is accused of luring her into his car with promises of taking her to Disneyland and McDonald’s.  He is accused of kidnapping her with the intent to commit lewd acts and taking her from Anaheim to Buena Park. There, he is accused of committing multiple lewd acts on her, producing child pornography showing the lewd acts, and dropping her back off hours later.

For this incident, the defendant is charged with three counts of forcible lewd acts upon a child under 14.  The acts involve the use of a foreign object.  Shields is also charged with one count of kidnapping by luring a child under the age of 14, one count of kidnapping with the intent to commit lewd acts and three counts of using a minor to produce child pornography.  The pornographic images of Jane Doe #1 were graphic in nature.  Enhancing allegations were also filed based on the fact that such a kidnapping increased the risk of harm to Jane Doe #1, the defendant was a stranger to Jane Doe #1, the lewd acts occurred during a kidnapping, and there are multiple victims.  These allegations make the defendant eligible for life imprisonment on these counts. 

Jane Doe #2, age 4
Jane Doe #2 and Jane Doe #3 are sisters.  Shields met the sisters through his job as a bus driver for the Los Alamitos School District.  Shields is accused of gaining the trust of their parents to gain access to the girls.  From April 18 to 21, 2002, he is accused of committing lewd acts on Jane Doe #2, including using a foreign object and producing child pornography showing these acts.  The pornographic images of Jane Doe #2 were graphic in nature. 

Shields is charged with five counts of committing lewd acts upon a child under the age of 14 and three counts of using a minor to produce child pornography regarding Jane Doe #2.  Enhancements alleging multiple victims and substantial sexual conduct make the defendant eligible for life imprisonment on these counts. 

Jane Doe #3, age 11
On Jane Doe #3, Shields is charged with three counts of lewd acts upon a child under the age of 14 and five counts of using a minor to produce child pornography depicting these acts.  The defendant is accused of committing these acts on February 18, 2002.  The pornographic images of Jane Doe #3 were graphic in nature.  Enhancements alleging multiple victims and substantial sexual conduct make the defendant eligible for life imprisonment on these counts. 

Los Angeles County Charges
On October 4, 2006, Shields is accused of viewing child pornography on a computer screen at a Bellflower cyber café.  Shocked customers called law enforcement and Shields was arrested at the scene.  Shields is accused of possessing dozens of discs and computer files of child pornography, some of them depicting infants and toddlers.  Shields is also accused of possessing children’s toys, sexual paraphernalia and photographic equipment.  Further investigation by the Los Angeles Sheriff’s Department and a federal task force called SAFE, involving the FBI and local law enforcement, led to identifying the three Jane Does listed above.  Shields is currently being held in Los Angeles County on the cyber café incident.  This case will be transferred to be prosecuted in Orange County. 

This investigation is continuing.  Law enforcement is attempting to identify the thousands of unnamed children depicted in the child pornography found in Shields’ possession.  Shields drives a 2002 burgundy Kia, license plate #4WXT339.  Anyone who believes they have been a victim or who has additional information about this case is encouraged to contact Supervising District Attorney Investigator Craig Kelsey at 714-347-8794.
