SEX OFFENDER PAROLEE CHARGED FOR MOLESTING GIRL ON BUS IN FRONT OF HER FRIENDS
SANTA ANA – The Orange County District Attorney charged a sex offender parolee today on four felony counts of committing a lewd act upon a child on a public bus in front of her friends. James Edward Norkin, 49, in custody in Chino State Prison, also faces sentencing allegations and enhancements for being convicted, sent to prison, and not remaining free for a period of five years on each of the four separate convictions, and for being a stranger to Jane Doe. If convicted, he faces a maximum sentence of nine years in state prison. The People will be requesting that the defendant be held on $100,000 bail at his arraignment which will be scheduled when the defendant gets transported from state prison.
On June 6, 2010, Norkin is accused of boarding a bus with three teenage girls sitting in the far back seat. He is accused of being on parole and wearing a GPS tracking device. He is accused of sitting next to 14-year-old Jane Doe and her two female friends. The defendant is accused of pretending to be asleep and touching Jane Joe four times on her thigh, torso, and breast. He is accused of touching the victim until he was ordered by one of the female friends to stop.
The defendant is accused of getting off at the next bus stop. The victim’s friends told the bus driver what she saw and the Orange County Sheriff’s Department investigated the case. The defendant was linked to this crime through his parole officer and the GPS device.
