TEEN DRIVER INDICTED ON CHARGES OF MURDERING 16-YEAR-OLD GIRL WHILE SPEEDING OVER 100 MPH AND UNDER INFLUENCE OF ALCOHOL
SANTA ANA – A 17-year-old driver was indicted today as an adult by the grand jury for murdering a 16-year-old girl while speeding over 100 mph without a license while under the influence of alcohol. Milad Moulayi, 17, Santa Ana, was indicted on charges as an adult for one felony count of murder and one misdemeanor count of driving without a license. If convicted, he faces a maximum sentence of 15 years to life in prison. Moulayi is being held on $1 million bail. He is scheduled to be arraigned Monday, Oct. 27, 2008, at 8:30 a.m. in Department C-4, Central Justice Center, Santa Ana.
On Aug. 28, 2008, Moulayi is accused of having a party at his Santa Ana home and consuming several alcoholic drinks. At approximately 2:40 a.m., he is accused of leaving his house to drive his friend, 16-year-old Mackenzie Frazee, back to her house. Moulayi’s learner’s permit had been suspended on Aug. 27, 2008, in juvenile court and he accused of driving without a license. He is accused of driving at speeds between 102 mph and 112 mph in his Mercedes Benz sedan on Newport Avenue in Tustin. The defendant is accused of losing control of his car, driving over the center median, crashing into a light pole, and causing the car to split in half. The front half of the car caught on fire, and the Orange County Fire Authority had to cut Frazee free from her seatbelt.
The victim was transported to Western Medical Center, where she was pronounced dead due to blunt force trauma. Moulayi, who had a blood alcohol level of .11 percent, was also transported to the hospital and treated for minor cuts and bruises.
